Holding Chicago police accountable: Your guide to filing a complaint

On Behalf of | Feb 19, 2025 | Police Misconduct

Police officers should follow the law and protect the communities that they serve. Unfortunately, police officers frequently make mistakes. They let emotional reactions or prior trauma influence their decisions. They conduct inappropriate searches, use too much force or mistreat individuals because of their personal characteristics.

Individuals dealing with the aftermath of police misconduct are often unsure of what to do. There are several different ways for individuals who have experienced police misconduct to report the matter and various solutions available.

How can people demand accountability from Chicago police officers?

By gathering evidence

For local authorities or the courts to take a complaint seriously, there generally needs to be compelling evidence supporting the allegations made. Evidence could include cell phone camera footage, security camera footage and witness statements. Medical records affirming the injuries sustained can also be helpful. In some cases, documentation of property damage incurred because of inappropriate searches or police misconduct can also help validate the allegations made against an officer of the law.

By evaluating the situation with a lawyer

Common sense does not always dictate what happens after a police officer does something inappropriate. State and federal regulations and prior court rulings can influence the outcome of a complaint related to police officer misconduct. Individuals who believe that they suffered unnecessary injuries or a violation of their rights may need help evaluating their situation. Discussing issues with an attorney can help people clarify whether or not they are in an actionable position.

By filing a formal complaint

When an individual has appropriate support and evidence, they can initiate a complaint with the Civilian Office of Police Accountability (COPA). The options for initiating the complaint process include calling COPA. There are two numbers available, both of which have people available to respond 24 hours a day, 7 days a week. People can also file a complaint at the COPA offices located at 1615 West Chicago Avenue on the 4th floor of the building between 8:00 am and 7:00 pm. People can also submit a written complaint to the same address. It is also possible to file a complaint at a local district police station by talking to the desk sergeant.

Knowing how to report police officer misconduct is the first step toward demanding accountability. Those who have experienced unnecessary violence or inappropriate searches may need help asserting themselves afterward, and that’s okay.
